Can YOU make a Sticky Notes or Thumbtack or Postit Note WordPress Plugin?

Today I was pointed at a rather nifty post –

Build the Career You Deserve

Now, what I like about this site is it has a nifty neato coolio Thumbtack doo-hicky!  You can see a snapshot above.

Isn’t that neat?

Now, I remember the sticky note popups that are quite popular for straight webpages, things like

so it occured to me….I wonder what it would take to make this into a WordPress plugin?

Anyone have any ideas?  I’d bet such a thing would be ‘way popular like nobody’s business….
